Since 1889 the Cayman Islands Postal Service has connected residents and businesses across the Cayman Islands. In the last ten years, the Cayman Postal Service has undergone a remarkable transformation, marked by a notable evolution in its efficiency and reach. Beginning in 2014 with a delivery success rate of 33%, the postal service embarked on a journey of innovation and improvement. Through strategic initiatives, modernization efforts, and a commitment to excellence, the Cayman Postal Service achieved an astonishing 98.7% delivery success rate by 2023. This remarkable accomplishment reflects not only the dedication of the postal service's staff but also the implementation of advanced technology and streamlined processes. Cayman Postal Service's ability to adapt to the evolving demands of the modern postal landscape, solidifying its position as a leader in postal service excellence.
The Caribbean Postal Union (CPU) is dedicated to enhancing postal services in the Caribbean region by addressing customer needs, improving service security, coordinating training, and fostering international postal cooperation in alignment with the Universal Postal Union's principles. Originating from discussions dating back to 1969, the CPU's establishment was formalized through a series of meetings initiated by the Universal Postal Union, culminating in a financial agreement signed in 1997 under the Lome IV Convention. Despite initial financial challenges and objections, the CPU was officially launched in September 1997 during a meeting of Postmasters General in St. Lucia. With the support of fifteen Caribbean Postal Administrations signing the CPU Convention and Protocols, the CPU became operational, exceeding the required criteria for entry into force and signaling a significant milestone in regional postal cooperation.
Minister for Border Control, Labour & Culture Hon. Dwayne Seymour, CCI, JP, MP
Hon. Mr. Seymour began working at the age of seven and his values of hard work and dedication to the community developed from those early years.
Since then, he has devoted his life to serving the community, with a particular focus on the Islands’ youth. He has been involved with Bodden Town Football Club for some 30 years, as manager, coach, captain and vice president. He also served as deputy chairman on the Bodden Town Heritage Pirates Week committee. In 2009 Mr. Seymour served as chairman of the youth parliament, for which he historically led the sessions annually for four consecutive years. He also staged the programme for up-and-coming musicians called “Xposure”, to hone the talents of rising stars.
He has served on a number of boards, including the Prisons Inspection Board, Airport Operators Committee, Security Companies Accreditation Steering Group, Caymanian Status and Permanent Residency Immigration Board, the Health Insurance Commission, and the Chamber of Commerce Expo Board.
Mr. Seymour is the elected representative for Bodden Town East. He has previously served as a Minister for Community Affairs, Gender and Housing; Minister of Health, Environment, Culture and Housing; and as Deputy Speaker, and Parliamentary Secretary for Housing, Transport and Labour.
Mr. Seymour currently serves as the Minister for Border Control, Labour, & Culture.
Director General of the Universal Postal Union Masahiko Metoki
Masahiko Metoki has been Director General of the Universal Postal Union since 1 January 2022. He has enjoyed an extensive career in the public service, particularly in the postal sector.
He first joined Japan’s Ministry of Posts and Telecommunications in 1983. Mr. Metoki later took on the role of Postmaster at the Nihonmatsu Post Office in Fukushima Prefecture, eventually moving back to the Ministry of Posts and Telecommunications’ Postal Savings Bureau as its Director of the International Service Office.
In 2003, he made his way back to Japan Post, where he continued his work in the postal savings business until he was called upon to join the organization’s privatization efforts as Director of the Office for the Promotion of Privatization of Postal Services in the Cabinet Secretariat. Since the Post’s privatization, Mr. Metoki has held executive roles related to the Post’s initial stock offering, governance and international postal affairs.
In addition to his experience with the Post, Mr. Metoki has worked with the Japanese Ministry of Foreign Affairs and the Embassy of Japan in Thailand.
Mr. Metoki is a familiar face at the UPU, having represented Japan as Chair of the Postal Operations Council (POC) since 2012. He chaired Committee 5 and the Postal Financial Services Group of the POC in 1999. He emphasized that the UPU, as a UN organization, must support postal financial services in a comprehensive manner.
He has also chaired the 22nd Congress committee for postal financial services and the Postal Operations Council’s Postal Financial Services Group. Mr. Metoki also led the first-ever revision of the UPU’s Convention, allowing for equipment containing lithium batteries to be sent via post.
He holds a Bachelor Degree (BA) in social psychology from the University of Tokyo. In 1995, he was awarded with a decoration "The Most Noble Order of the Crown of Thailand 3rd Class". He is a co-author of the academic paper "Postal Savings for National Development" (2008).
Chairman of the CPU Management Board George Alexis
George Alexis is the substantive General Manager Operations at TTPost and currently the Acting Managing Director of the Corporation. He brings to the Corporation a wealth of Management expertise in Logistics, Change Management and Business Development, as well as international and local experience in post, courier and product distribution, and supply chain management.
Holding a Master of Business Administration degree from the Australian Institute of Business, Mr. Alexis began his career in the United States of America, managing courier organizations in the New York Metropolitan area. In 1999, he was recruited by New Zealand Post to aid TTPost in the creation of the first local, nationwide courier service- TTPost Couriers. He served as its manager for nine years, along with managing the Corporation´s Transport network and as General Manager Operations for a time.
His work experience includes conducting several postal consultancies across the Caribbean, as well as training in New Zealand and the USA, and representing both TTPost and the Government of Trinidad and Tobago at regional (Caribbean Postal Union) and international (Universal Postal Union) forums. Having served as Technical Advisor to two Ministers of Public Utilities, Mr. Alexis plays a pivotal role in profiling TTPost on the world stage as the model and benchmark for successful Postal Transformation.
After leaving Post for seven years to pursue interests in the media industry with Ansa McAL, Mr. Alexis returned to the Corporation in late 2015, at a challenging time in the Corporation´s development and in the postal industry worldwide, to lend his expertise and experience to the further development of the vision of the organization as the regional leader in post, e-commerce, and logistics.
Acting as Managing Director of the Corporation for several periods totaling over thirty-six months, he has led the development and implementation of three Business Plans between 2017 and 2023 in an environment where there was no Business Plan for years prior. He was recently elected Chair of the Management Board of the Caribbean Postal Union, and his expertise, contributions and insights are constantly in demand where he serves not only TTPost but the regional postal fraternity.
Secretary General Clare Seraphin-Wallace
Clare Seraphin-Wallace is a seasoned Public Officer with a distinguished career in Postal Operations, International Trade, and Government Administration. Currently, she serves as the Secretary General of the Caribbean Postal Union (CPU), a position she has held since August 2022 and Postmaster General for Dominica from 2006.
In her role at the CPU, Clare is a champion for improved and secure Postal Services across the Caribbean. She fosters collaboration between member states, providing advisory and support services to the Caribbean Council of Ministers, Conference, and Management Board. She takes a proactive approach, proposing and recommending actions, plans, and initiatives to propel the postal sector forward. Additionally, she oversees the Secretariat's operations, including staff management and annual budget preparation.
Her dedication to the postal sector is evident in her role as Postmaster General of Dominica (2006-2016, April 2021-present). During this time, she demonstrably led the National Postal System, ensuring efficient mail receipt, distribution, and departmental personnel management. She meticulously maintained postal supplies and controlled stamp issuance, both definitive and commemorative. Her commitment extended to advocating for the postal system's relevance, proposing modernization methods and service diversification strategies.
Clare's expertise extends beyond postal operations. She served as a Trade Officer I at the Ministry of Trade (Jan 2018 – Mar 2021). In this capacity, she played a key role in implementing trade policies related to Dominica's participation in global trade organizations. She adeptly assessed the implications of International Trade Agreements on Small Island Developing States and vigilantly monitored developments within the World Trade Organization, providing insightful reports.
Clare's well-rounded career encompasses various public sector positions. She served as Deputy Director of Audit (Oct 2016 – Dec 2017), ensuring efficient government resource management and value for public expenditure. Her administrative experience includes roles as Administrative Assistant/Performance Management (2002-2006), Administrative Officer/Training (2001-2002, 2003, 2009), and Assistant Secretary (2001, 2004). Additionally, she served as a Librarian at the Dominica Public Library (1998-2005). These experiences honed her administrative skills and solidified her commitment to effective resource management.
Her academic achievements are equally impressive. She holds a Master of Science degree in International Trade Policy from the University of the West Indies, alongside a Bachelor of Laws degree and a Bachelor of Science degree in Management. Her educational foundation complements her extensive professional experience. Her dedication to Public Service, leadership in postal development, and expertise in International Trade make her an invaluable asset to the Caribbean region.
